SOCIAL AND ECONOMIC SITUATION, 10 MONTHS OF 2012

According to preliminary assessments, this year’s winter-rice productivity in the North slightly rose from 20 to 40 kilograms per ha against the same crop in 2011.

As of October 15, provinces in the South cultivated 720,600 ha of winter-rice, rose 44.8% from the same period last year, this was mainly due to increase in rice price, which encouraged farmers to extend their cultivated area.

Together with this, as of this period, the country had 2,212,600 ha of summer-autumn and autumn-winter rice, represented 83% of the cultivated area and equaled 103.1% against the same period last year. Also as of this period, provinces over the country cultivated 39,400 ha of soybean, equaling 153.3%; 20,700 ha of sweet potato, equaling 132.7%; 5,000 ha of peanut, equaling 108.7% and 80,500 ha of vegetables, equaling 134.8% from the same period last year.

As estimated, the country’s flock of pigs decreased by about 2-3%, herd of poultry by over 2% from the same period last year.

Forestry

Generally, in 10 months the country’s concentrated planted area was141,600 ha, reduced by 5.6% against the same period in 2011; dispersed planted trees reached 171 million, rose 0.3% from last year’ same period; wood production 3,927,500 m3, by 11.2%; firewood production 24.9 million Ste, by 2.3%.

Damaged area was 3,183 ha, of which burnt area were 2,088 ha; destroyed area was 1,095 ha.

Fishery

Generally, 10 months ‘estimated fishing production reached 4,836,300 tons, rose 5.2% from last year’ same period, of which farmed products reached 2,599,100 tons, rose 5.7%; caught products 2,237,200 tons, by 4.6% (sea caught products reached 2,076,500 tons, rose 5.3%.

Industry

Generally, the Industrial Production Index (IPI) for the whole sector in 10 months rose 4.5% from the same period last year, of which IPI of the mining and quarrying sector rose 3.9%, contributed 0.8% to the general growth; the manufacturing sector 3.8% and 2.7%; the power and gas 12.8% and 0.9%; the water supply and wastes treatment 8.7% and 0.1% respectively.

Consumption index for the manufacturing in 9 months of this year rose 5.7% from last year’ same period. Stock index as of 01/10/2012 for the manufacturing sector rose 20.3% from last year’ same period, it tended to decrease but still was at high level.

In October, laborers working in industrial enterprises rose 0.6% from September, of which laborers in the mining and quarrying sector reduced by 0.3%; in the manufacturing rose by 0.7%; in the power by 0.1%; in the water supply and wastes treatment by 0.1%. Laborers working in state-owned industrial enterprises rose 0.2% from September; in non-state industrial enterprises by 0.8%; in FDI industrial enterprises by 0.7%.

Investment

Generally, ten months’ realized investment capital from the state budget reached 164.9 trillion dongs, equaling 79.4% of the yearly plan and rising 8.3% from the same period in 2011. Of which, capital under central management was 41.3 trillion dongs, equaling 81.2% of the yearly plan and rising 7.5% from the same period last year; capital under local management was 123.6 trillion dongs, 78.9% and by 8.6% respectively.

Attracted FDI from the beginning of the year to 20/10/2012 reached 10.5 billion USD, equaling 75.3% from last year’ same period. Of which, the registered capital of 881 newly licensed projects was 6.7 billion USD, equaling 86% of licensed projects and 63.3% of the registered capital against the same period in 2011; additional registered capital of 359 times of projects licensed from previous years was 3.8 billion USD. The realized FDI in 8 months of this year was at an estimation of 9 billion USD, reduced 1.1% from the same period last year.

Ten months’ FDI focused mainly on the sector of manufacture with 6.9 billion USD, represented 66.2% of total registered capital; the real estate business with 1.8 billion USD represented 17.6%; and other sectors with 1.8 billion USD represented 16.2% of total registered capital. In 10 months, there were 47 provinces and cities under direct central management having newly licensed foreign countries and territories.

Government revenues and expenditures


Total Government revenues from the beginning of the year to 15/10/2012 were at an estimation of 523.4 trillion dongs, equaling 70.7% of the yearly estimate, of which revenues from domestic activities were 333.1 trillion dongs, equaling 67.3%; from crude oil 90.1 trillion dongs, equaling 103.6%; from export-import balances 94.3 trillion dongs, equaling 61.3%. Of the domestic revenues, receiving from state owned enterprises was 108.5 trillion dongs, equaling 69.8%; from FDI enterprises (excluding crude oil) 61.7 trillion dongs, equaling 63.1%; from non-state industrial, commercial and service taxes 68.7 trillion dongs, equaling 61.8%; from individual high income taxes 36.4 trillion dongs, equaling 78.5%; from environment protection taxes 9.8 trillion dongs, equaling 74.3%; from other fees 6 trillion dongs, equaling 66.9% of the yearly estimate.

Total Government expenditures from beginning of the year to 15/10/2012 were at an estimation of 678.6 trillion dongs, equaling 75.1% of the yearly estimate, of which spending for investment and development was 134.4 trillion dongs, equaling 74,7% (spending for capital construction only was 129.7 trillion dongs, equaling 74.5%); for economic and social development, national defense and security (including spending for salary rise) 466.2 trillion dongs, equaling 77.5%; for paying debts and aids 78 trillion dongs, equaling 78% of the yearly estimate.

Total retailed sales of consumer goods and services

Ten months’ total retailed sales of consumer goods and services were at an estimation of 1,917.3 trillion dongs, rose 17.1% from last year’ same period, it would be 6.8% if the factor of price rise were excluded. Of which, the trade business gained 1,478.3 trillion dongs, represented 77.2% of the total and rose 16.2%; the hotel and restaurant 226.6 trillion dongs, 11.8% and by 19.3%; the service 192 trillion dongs, 10% and by 20%; the tourist 20.4 trillion dongs, 1% and by 30.8% respectively.

Exports-Imports


Generally, ten months’ export turnovers reached 93.5 billion USD, rose 18.4% from last year ‘same period, of which the domestic economic sector reached 34.9 billion USD, rose 0.8%; the FDI sector (including crude oil) 58.6 billion USD, by 32.2%.

Generally, eight months’ import turnovers reached 93.8 billion USD, rose 6.8% from the same period last year, of which the domestic economic sector reached 44.6 billion USD, reduced 7.3%; and the FDI sector gained 49.2 billion USD, rose 23.9%.

Ten months ‘deficit was 357 million USD, equaling 0.4% of total export turnovers.

Consumer price indexes (CPI)

October’s CPI rose 0.85% from September, much lower than September’s 2.20% pace. This was still mainly due to the impact of price increase in groups of medicines, health service and education, of which the group of medicines and health service rose 5.94% (health serve only rose 7.78%); the group of education rose 1.88% (educational service only rose 2.10%). The high pace of the medical service in October took part in making the country’s general CPI increase by about 0.31%.

CPI for housing and constructional material rose 1.09%, mainly due to the impact of price rise by 3.7% in gas and fuel against the previous month. Other groups of goods and services having CPIs below 1% or decreased included: transport by 0.61% plus; garments, hats and footgear by 0.55% plus; family appliances by 0.30% plus; catering and related service by 0.29% plus (grain food by 0.37% plus; foodstuff by 0.28% plus; outdoor eating and drinking by 0.27% plus); culture, entertainment and tourist by 0.24% plus; drinks and tobacco by 0.17% plus; postal and communicational service by 0.02% minus.

October’s CPI rose 6.02percent from December 2011 and 7percent from the same period last year. Average CPI for 10 months of 2012 rose 9.66% from that in the same period in 2011.

October’s gold index rose 4.64% from September; 1.96% from December 2011 and 1.24% from the same period in 2011. October’s USD index rose 0.06% from September; declined 0.88% from December 2011 and 0.18% from the same period in 2011.

Carriage of passengers and cargos

Ten months’ passenger carriage was at an estimation of 2,368.6 million arrivals, rose 12% and 103.2 billion passengers-kilometers rose 9.5% from the same period in 2011. Of which central transport reached 36.5 million participants, raised 8.1% and 25.8 billion passengers-kilometers rose 7.3%; local transport reached 2,332.2 million participants, rose 12.4% and 77.4 billion passengers-kilometers rose 10.5%. Ten months’ passengers transport by land reached to an estimation of 2,188.8 million participants, rose 13.1% and 75.7 billion passengers-kilometers rose 10.9% from last year’ same period; by river: 152 million participants, decreased by 2.4% and 3.3 billion passengers-kilometers  reduced 2.7%; by airway: 12.7 million participants, rose 0.5% and 20.2 billion passengers-kilometers rose 8.1%; by rail: 10.1 million participants, rose 1.9% and 3.7 billion passengers-kilometers rose 1.5%; by sea: 5.1 million participants, reduced 0.8% and 289 million passengers-kilometers rose 0.6%.

Ten months’ cargo carriage was at an estimation of 790.1 million tons, rose 9% and 153.6 billion tons-kilometers, reduced 12.7% from last year’ same period, of which the domestic transport gained 758.2 million tons, rose 10.3% and 56.4 billion tons-kilometers rose 0.6%; overseas transport reached 32 million tons, reduced 16% and 97.2 billion tons-kilometers by 19.6%. Land transport gained 619.1 million tons, rose 11.3% and 32.5 billion tons-kilometers by 9.1%; river transport 128.1 million tons, rose 5.8% and 12.9 billion tons-kilometers by 5.2%; sea transport 37 million tons, reduced 17% and 104.5 billion tons-kilometers by 22%; rail transport 5.7 million tons, reduced 5% and 3.3 billion tons-kilometers by 3.7%.

Postal and communicational services

New telephone subscribers in 10 months of 2012 reached over 10 million, rose 9.3% from the same period in 2011, including 16,300 desk telephone subscribers, equaling 36.1% and 10 million mobile phone subscribers, rose 9.6% from the same period last year. The country’s telephone subscribers as end of October 2012 were at an estimation of 135.7 million, rose 4% from last year’ same period, including 15 million desk telephone subscribers, declined 2.8% and 120.7 million mobile phone subscribers, rose 4.9%.

The country’s internet subscribers as of end of October 2012 were at an estimation of 4.3 million, rose 10.3% from the same period last year. Ten months’ total postal and communicational service net income was at an estimation of 140.7 trillion dongs rose 7.8% from the same period in 2011.

International visitors to Viet Nam

Ten months’ international visitors to Viet Nam were at an estimation of 5,348,700 arrivals, rose 11.2% from last year’ same period. Of which, visitors coming for tourist purposes were 3,169,500 arrivals, rose by 8.7%; for business purposes 942,600 arrivals by 17.4%; for visiting relatives 939,4 00 arrivals by 16.1%. Visitors came by airway were 4,467,700 arrivals, rose 11% from the same period in 2011; by seaway 59,900 arrivals, rose 98.4%; by land 821,100 arrivals, rose 8.8%.

Social issues


Farmers’ food shortage

According to preliminary reports, the country in October had 17,700 households suffered from food shortage, rose 17.8% from last year’ same period, which were in proportion to 78,900 hunger persons rose by 18.2%. The problem mainly occurred in provinces in the northern mid-land and mountainous region; the north center and central coast; the Central Highland.

Epidemic diseases and food poisoning

Generally, the country in 10 months had 59,900 cases of hemorrhagic fever (47 died); 622 cases of viral encephalitis (17 died); 125 cases of meningococcal disease (5 died); 508 cases of typhoid; 116,400 cases of hand, foot and mouth disease (42 died) and 116 cases of food poisoning infecting 4,700 persons, of which 20 died.

As of 17/10/2012 more 756 cases infected with HIV were found, bringing total HIV-infected persons over the country to 260,100, of which 106,700 persons turned to AIDS and 53,800 persons died of AIDS.

Traffic accidents

Generally, the country in 10 months had 8,589 cases of traffic accidents, killing 7,683 persons and injuring 6,174 others. Compared to the same period in 2011, cases of traffic accident decreased by 22.1%; the death by 17.1% and the injured by 26.5%. On average, each day in 10 months of this year, the country had 28 cases of traffic accident, killing 25 persons and injuring 20 others.

Environmental protection

The violation of rules on environmental protection continued to take place in some provinces, especially there were phenomena of letting out waste water overpassing standard rules, carrying harmful wastes without license, letting out wastes in trade villages was not in accordance with the rules. According to local reports, in October 374 cases of violation of rules on environmental sanitation were found in 24 provinces and cities under central direct management, of which 322 cases were treated with fines of 1.5 billion dongs.
